An increase in social benefits for disability, loss of a breadwinner and work by an average of 30% is expected in Kazakhstan, said Svetlana Zhakupova, vice minister of labor and social protection of the population of Kazakhstan.
“The bill provides for a revision of the parameters of the assignment of social benefits for the three types of social risks: disability, loss of the breadwinner and loss of work … As a result of the adoption of the bill, it is expected that the growth of social benefits for the three types of social risks for 200 thousand recipients will average 30 %, ”Zhakupova said, introducing the draft law“ On Compulsory Social Insurance ”and related amendments in Majilis on Tuesday.
According to her, in order to strengthen the relationship between the size of social benefits and the length of participation in the system, it is proposed to revise the rate of participation in the system for recipients whose experience exceeds 5 years.
“In this regard, it is proposed that, with the participation period of up to 71 months (inclusive), the current participation experience rates be maintained, while for each subsequent full year, in excess of 60 months, the coefficient should be increased by 2%,” said the vice minister.
In addition, for recipients of disability, it is proposed to determine the amount of social benefits directly depending on the degree of loss of total working capacity (from 30% to 100%), established on the basis of the conducted medical and social expertise.
“Today averaged coefficients of loss of total working capacity (AML) are applied. The size of the payment, taking into account the new parameters, will be 31 080 tenge, which is 35.2% higher than the amount of the payment with the existing parameters. Considering that the compulsory social insurance system is an additional level of social protection, the payment of state social allowance for disability must be added to this payment. For a disabled person of group II, the amount of payment is 45,438 tenge in 2019, respectively, the total amount of the payment will be 76,518 tenge, ”explained Zhakupova.
She added that for the social protection of families left without a breadwinner, it is proposed to increase the size of social benefits through changing coefficients of the number of dependents. Thus, the coefficient of the number of dependents in the event of loss of the breadwinner – a participant in the system with one dependent is proposed to increase from 40% to 50%, with two – from 50% to 65%, with three – from 60% to 80%, with four or more dependents. from 80% to 100%.
“In general, the growth of each coefficient is about 25% of the previous value. In the case of loss of the breadwinner – a participant in the system with an experience of participation in the system of 85 months, with an average monthly income of 100 thousand tenge, a family of one dependent payout under the new parameters will be 23,707 tenge, which is 30% higher than the amount paid for the current 18,390 tenge . And taking into account the state social allowance for the loss of the breadwinner, the total amount of payment will increase from 43,910 tenge to 49,448 tenge, ”the vice minister informed.
Also, as reported above, the bill proposes to revise the parameters of social benefits for loss of work, in particular, to increase the income replacement ratio from 30% to 40%.
“To increase the duration of social benefits for job loss from 4 to 6 months, depending on the length of participation in the system. As a result, if new parameters are applied, the social payment for loss of work for a participant in the system with an experience of participation of 85 months, with an average monthly income of 100 thousand tenge, will increase from 30,000 tenge to 41,600 tenge, ”Zhakupova said.
